Defence is a public service that contributes to guaranteeing the security of all of Spain’s people in any situation, however extreme it may be. Guaranteeing national defence is an obligation of all governments, and contributing to it is the right and duty of all citizens.
The MoD exercises all of the competences and powers conferred on it by the legal system as the entity responsible for developing and implementing the government’s general guidelines on defence policy and managing the military administration.
The Armed Forces comprise an operational structure, headed by the Chief of Defence Staff, and an organisational structure, which includes the Army, the Navy, the Air and Space Force, and the Military Emergency Unit.
The second main component is the Central Body, which is responsible for the steering and management of armament and materiel policies, industrial development, infrastructure, personnel, recruitment, training, defence policy, as well as relations with other ministries, States and international security and defence organisations. The Central Body is composed of the Secretariat of State for Defence, the Undersecretariat for Defence and the General Secretariat for Defence Policy. Also attached to the MoD is the National Intelligence Centre.
